Arab foreign ministers issued at the conclusion of their emergency meeting on Tuesday (April 21, 2026) a resolution holding Iran "fully internationally responsible" for attacks targeting Arab states and the closure of the Strait of Hormuz, demanding Tehran provide "full reparations" for resulting damages. The resolution condemned Iran's closure of the Strait of Hormuz and its threats to shut the Bab el-Mandeb Strait, considering these measures a flagrant violation of international law and the principle of freedom of navigation. The list of countries affected by Iranian attacks included Jordan, the UAE, Bahrain, Saudi Arabia, Oman, Qatar, Kuwait, and Iraq. Bahraini Foreign Minister Abdullatif Al Zayani affirmed that Tehran's actions disrupted maritime traffic and threatened global energy security, food supplies, and medical provisions.
